The Propaganda That Runs Itself: When AI Agents Coordinate Without a Human
Every influence operation warrier has documented so far had people behind it — operators writing scripts, registering domains, steering accounts. A new study from USC suggests that bottleneck may be vanishing: networks of simple AI agents can coordinate, amplify one another, and push a shared narrative online with no human directing them. The hand on the wheel is becoming optional.
What Happened
In a paper accepted for The Web Conference 2026 — a leading academic venue for internet research — researchers at the University of Southern California's Information Sciences Institute (ISI) modelled what happens when autonomous AI agents are networked together in a social-media-like environment. The study, "Emergent Coordinated Behaviors in Networked LLM Agents: Modeling the Strategic Dynamics of Information Operations," found that even simple AI agents can autonomously coordinate, amplify each other and push shared narratives online without human control.
The lead researcher framed the finding bluntly. "Our paper shows that this is not a future threat: It's already technically possible," said Luca Luceri, ISI lead scientist, warning that disinformation campaigns could soon be fully automated, faster, and much harder to detect. The same ISI group has separately built machine-learning models to identify coordinated inauthentic behaviour by accounts involved in influence campaigns — so the warning comes from a team that also studies how such activity is caught.
Why It Matters
The cost and speed of influence operations have always been capped by human labour: someone had to write the posts, run the personas, and decide what to amplify. Autonomous coordinating agents remove that cap. If a campaign no longer needs a control room — if the agents can negotiate a shared narrative and amplify each other on their own — then influence operations could run faster than any human team, at a scale limited only by compute, and adapt in real time. That is a structural change in who, or what, can wage narrative warfare.
