An influence operation is a coordinated effort — often state-linked — to manipulate public opinion or behaviour using deceptive content, fake personas, and artificially amplified narratives.

What separates an influence operation from ordinary persuasion is coordination and deception: many accounts and outlets acting in concert while hiding who is behind them.
